Table Notes:

  • The base charge is the minimum a customer will be billed each month for electric service and covers the fixed administrative costs for all customers purchasing electricity.
  • The cost per kilowatt-hour (kWh) reflects the cost of wholesale power and distribution system maintenance.
  • The cost per kilowatt (kW) applies to customers on the demand rate. On this rate, there is a charge for the kilowatt-hours of electricity used and a charge for the highest metered demand each month.
  • Payment-in-lieu of taxes (PILT) is not a new fee, but is being separated out in preparation for a deregulated electricity marketplace. The PILT funds are paid by the electric utility to the City's general fund.
  • The Plant Investment Fee (PIF) is a capacity charge that is allocated to expanding the electric distribution system to meet community growth. When applying for a building permit, residential customers pay a one-time charge to cover the PIF charges.

  • The impact fee for taps larger than 1.5 inch applies only to irrigation meters.

Hidden Valley Water Availability of Service Fee:

This fee applies to all water taps applied for on or after January 1, 2010 to serve lots authorized pursuant to Resolutions #R-35-2004 and #R-83-2005. Payment of this fee shall be due upon application for the water tap. The fee shall be calculated as follows: A x B x C = fee.
A = Number of months from Jan 1, 2007 to the Availability of Service Fee due date
B = $67.00 per month
C = Engineering News Record 20 Cities Construction Cost Index (used to inflate the
construction costs to current dollars)

Summary of Wastewater Rates Effective January 1, 2018

Sewer charges are determined by the actual amount of water used as shown on your City utility bills for December, January and February. Starting in March, the sewer charges are based on the winter quarter average. Between March and November, the winter quarter average is applied unless water use is lower than the winter quarter average. Then, you are billed for the lower amount.

The three winter months were chosen so customers would not be charged for using treated water to irrigate their lawns or wash their cars. Water used outdoors does not go to the wastewater treatment plant, instead the water goes into the storm drainage system. If you water your lawn during the winter, the water used is included in your average.

For new or transferring customers, the sewer charge will be the flat rate until the sewer winter quarter average is established.
