The City of Loveland filed an application to quantify and use the return flows of Loveland’s fully reusable water supplies that accrue after first use to the Big Thompson River.  Return flows occur from Loveland’s water treatment plant, wastewater treatment plant, and from lawn and park irrigation.  The Application requests a decree that quantifies the amount and timing of such return flows and would allow Loveland to use the return flows for a variety of claimed purposes and uses.  Thirteen entities filed statements of opposition, including water users, irrigation companies, water districts, and municipalities.
