Under the Colorado Open Records Act (CORA) all emails to and from City Council are subject to public disclosure, with limited exceptions. To promote transparency, emails are available for review in the City Clerk’s Office. Emails which contain “#private#” in the subject line of the email will not be automatically placed in the public file, however, the City of Loveland can't guarantee that email to or from Council marked "#private#" will remain private under CORA.

Don Overcash was elected to a four year term on November 3, 2015 effective until November, 2019. Mr. Overcash was elected Mayor Pro Tem on November 14, 2017 for a two-year term.
Don was born in Du Page County, Illinois and lived in Naperville until 1968. He graduated from the University of Illinois, College of Pharmacy in 1973 where he also met Debbie his best friend and wife of 41 years.
Don began his professional career as a pharmacist and initially developed his entrepreneurial skills through ownership of a retail pharmacy in northern Minnesota.
Don transitioned from retail ownership to the corporate world. He served as president of three different communication companies within the pharmaceutical industry where he excelled at taking average performing businesses to superior performance status.
In December 2006, Don and his family moved to Loveland. In 2009, Don became and continues as a principal at Top Line Growth, LLC., an authorized licensee of Sandler Training®, Don works with CEOs, business owners, presidents, sales managers and sales professionals, helping them improve top line performance and bottom line profitability.
At present, Don serves on the Loveland Chamber of Commerce as a member of the Board of Directors and as a member of the Legislative Affairs committee. He also serves on the Board of Directors for Fellowship of Christian Athletes, Loveland CO.
Don values family time with Debbie, especially hiking. He can also be found at Loveland’s great public golf courses unless the fish are biting at Boyd Lake. Don and Debbie are blessed with two children David and Danielle. David graduated from Colorado Christian University with a double major in Math and Computer Science. Their daughter Danielle graduated from the University of Northern Colorado and this past spring graduated from Duke University with her Doctorate of Physical Therapy.
