Taft Widening Phase II in Progress
Work continues on the Taft
Avenue Phase II reconstruction project. This project will begin
at Gard Place (just north of 8th Street) and extend
north to West Shore Drive (three blocks north of Eisenhower
Blvd.) Improvements will also occur on Eisenhower Blvd. for
about a block east and west of its intersection with Taft Ave.
Acquisition
of the additional right-of-way needed for the reconstruction
work is currently underway. This work is anticipated to last
through all of 2008 and possibly extend into 2009.
Some
utility relocation work is anticipated to occur during 2009. The
street reconstruction project itself is currently scheduled to
occur during 2010.
When completed, the
Phase II section of Taft will be five lanes wide with some
raised medians, bike lanes on both sides and new sidewalks.
Other enhancements will include new traffic signals and poles at
the Taft/Eisenhower intersection, plus widening of the bridge
over Big Barnes Ditch.
First Street and Madison Avenue
Improvement Project
Project Limits
The Public Works
department is in the early stages of reconstructing the area
surrounding Madison Avenue and 1st Street. The east-west
project limits on 1st Street is from St. Louis Avenue
east to the mid-block between Madison and Boise Avenues. The
north-south project limits on Madison Avenue are from 3rd
Street south to Dean Circle.
Planned
Improvements
Contractors hired by the City of Loveland have constructed a traffic
signal at the intersection of Madison Avenue and 1st
Street. Contractors will be installing new storm drainage pipes and
inlets, updating existing irrigation lines, and adding turn-lanes
and bike lanes at the intersections along 1st Street at
Madison and St. Louis Avenues. Also many of the utility companies
will be upgrading their facilities in the area.
Project Schedule
The traffic
signal is planned to be operational by mid-April with interim street
improvements. Major demolition in preparation for the storm and
irrigation pipe installation is planned for June and July.
Street widening
which will involve the installation of curbs, gutters, and the
reconstruction of the street surface will take place in July and
August.
Street Closures
The intersection
of Madison Avenue and 1st Street will be closed April
8-10 for the installation of an irrigation pipe, weather permitting.
June thru August Closures will include 1st Street which
will be closed except for local traffic only between St. Louis and
Madison Avenues. Also during this same period there will be periodic
closures to the intersection of 1st Street with St.
Louis, and on 1st Street between Washington and Boise
Avenues.
Project Costs
Construction
costs are estimated to be approximately $1.5 million. The funds for
this project are
generated from
Street Capital Expansion Fees and from monthly Storm Water Utility
Fees.
Airport
Projects Update
The Airport is designing projects to be
completed this year utilizing an FAA Grant in the amount of $1
million and Colorado State Grants in the amount of $400,000.
Projects to be completed with this funding include security fence
and access control gates, taxiway improvements, design work for
future drainage improvements, and the purchase of additional snow
removal equipment.
Fairgrounds
Park &
Barnes Park Ball Fields
Phase 3 In Progress
In 2006 the City
purchased the additional land needed to complete the 48.5 acre
Fairgrounds Park project. The City also annexed and completed the
planning for the old Larimer County Fairgrounds; preparing
preliminary and final concept plans, construction documents and
specifications for bidding by Heath Construction—the contractor that
will complete the project.
Features of the new park will include four new youth
baseball/softball fields, two restroom/concession buildings, and
renovation of the barns for picnic and event pavilions for community
markets, special events, fairs and festivals. A new skate park,
basketball court, playground and dog park will also be constructed.
New trails will
be developed along the Big Thompson River and a river plaza will be
built to provide access to the water’s edge. A river-front promenade
will also be developed along the west side of the river.
The
entire project is slated to be completed in October of 2008.

Comprehensive Master Plan Update
In September, 2005, the City Council adopted the General
Plan, a broad overview of the Comprehensive Master Plan which serves
as a guide to planning many aspects of Loveland's future over the
next ten years and beyond. The City Council also adopted the
2030 Vision, created by Loveland residents in a series of public
workshops. In addition, Community and Strategic Planning has been
working on an update of the Land Use Plan. The goal of the Land Use
Plan is to provide a general pattern for the location, distribution
and character of the future land uses within Loveland’s Growth
Management Area. The Objectives of the Land Use Plan Update are to:

Emphasize flexibility within the Land Use Plan while building on the
existing land use pattern.
·
Place
an equal importance on the quality and character of new residential
neighborhoods in
each
quadrant of the city, while at the same time maintaining or
upgrading of existing neighborhoods.
·
Include development of multi-use activity centers at the regional,
community (Downtown), and neighborhood levels as a part of the Land
Use Plan.
·
Concentrate existing commercial outlets in strips along the two
major arterials, US 34 and US 287, and encourage revitalization by
upgrading facilities, reducing traffic conflicts, and improving
parking where needed.
·
Encourage the development of multi-use, high-quality employment
districts where campus-type settings are appropriate, particularly
along the transportation corridors of I-25, US 34, and south side of
SH 402.
·
Provide sufficient lands for industry in the Fort Collins/Loveland
Municipal Airport area and along the I-25 Corridor.
Airport
Developing Strategic
Business Plan
Airport staff is preparing a Strategic Business
Plan for the Airport. Comments are being gathered from airport
tenants, pilots, aircraft owners and the corporate community. The
Business Plan will identify improvements to ensure the airport
maximizes its economic potential to surrounding communities. A
long-term vision of the airport will also be established.
